Action Plans
The need to improve energy efficiency and reduce greenhouse gas emissions makes the development of comprehensive action plans essential. These plans support sustainable development and energy efficiency, both at the level of Local Government Organizations (LGOs/municipal authorities) and for private entities.
Municipal Emissions Reduction Plans (MERPs)
National Climate Law 4936/2022 introduces new obligations for municipalities in order to achieve its intermediate targets and, ultimately, climate neutrality by 2050.
According to Article 16 of Law 4936/2022, municipalities are required to prepare Municipal Emissions Reduction Plans (MERPs), which constitute a key instrument for the local implementation of the National Climate Policy.
MERPs include:
- An inventory of energy consumption and emissions for municipal buildings and facilities, street lighting and public spaces, municipal water supply, wastewater and irrigation facilities, and the municipal vehicle fleet.
- Integration of the Building Energy Efficiency Plan, in accordance with Article 7(12) of Law 4342/2015 (Government Gazette A’ 143).
- Definition of targets for reducing net emissions by 10% by 2025 and 30% by 2030, compared to the 2019 baseline year.
- Five-year revision of the Plans and annual monitoring through a Technical Progress Report, which may be prepared by the Municipality’s Energy Manager or an external body.
The preparation of a MERP is a prerequisite for funding energy-saving projects and climate change mitigation actions.

Building Energy Efficiency Plan for Regions and Municipalities
A Bulilding Energy Efficiency Plan includes:
- Inventory of the building stock
- Prioritization of the building stock
- Techno-economic analysis of energy upgrade interventions
- Definition of an energy target and achievement roadmap
- Financing mechanisms
- Monitoring plan
According to Article 7(12) of Law 4342/2015, under the responsibility of Regional Governors and Mayors, a Building Energy Efficiency Plan (BEEP) is prepared for the buildings under their jurisdiction. This Plan includes specific energy-saving targets and actions aimed at improving energy efficiency.
The BEEP forms part of the broader framework of the exemplary role of the public sector and aims to improve the energy performance of public buildings nationwide, complementing existing legislative provisions. Specifically, the BEEP seeks to enhance the energy performance of buildings and constitutes an integral and particularly important step in recording and subsequently reducing the energy consumption of public buildings.
The purpose of the Building Energy Efficiency Plan is to design energy upgrades through the prioritization of needs across all municipally owned buildings. To the extent that it is financially feasible, through available funding instruments, energy upgrade studies will be carried out and the corresponding projects will be implemented.
